Well, I don't know how much help I can give, but let's see...
Where to get ideas for fics
Try opening your eyes and watching the events around you. Take what you see, and let your imagination go with it. You might be surprised at what ends up inspiring you...
Beginning a fic (plot outlines, research, etc.)
That's always been the hardest part; but, oddly enough, once I get past the first part, the rest just flies by. Perhaps it's just a matter of waiting until you are sure you have the energy to work hard on it. (And spending some time doing research and study on the idea is always good-especially if it's a fanfic...But I think Chiriko can tell you more about studying than I can. ^_^)
"Cures" for writer's block
Gomen, I don't think my power applies to that. Wish it did, though...-_-
Resources and other helpful hints
I think that depends a great deal on what you're writing. If you are having trouble finding something to help you, try using the search engine at Savvy Search.
Miscellaneous Tips
Try -hard- to give the characters real emotions. Make them LIVE before you start writing them. After all, how can someone write about something they know nothing of?
